Glad you asked Billy. It's the front brake. No B.S. By the leg on the top of the inner ring you can see the pad that pushes down on it. Early Brit's were all that way up front and I believe some real early ones were that way in the rear too. Sort of like your 10 speed bicycle. Rich
yep, it's called a dummy rim brake. Used on Brit front ends from around 1920 to c1925. Sunbeam won on the Isle of Man TT with a brake like that. My 19teens Brit bikes have them on the rear, but with bicycle rim brakes in front. Drum brakes replaced dummy rims in 1924, 25 or so, depending on the manufacturer.
